Urban Challenge Fund

The Urban Challenge Fund (UCF) is the Centre's Rs 1 lakh crore bet on financing cities through markets rather than grants. Announced in the 2025-26 Budget, cleared by the Union Cabinet in February 2026 and given operational guidelines that April, it caps central money at a quarter of any project's cost and requires the rest to come from municipal bonds, bank loans and public-private partnerships.
